How is TXPHP funded?
  1. Funding must be sufficient to support all program services offered. Adequate resources to maintain competent case management and participant monitoring are critical. Funding must be available to support qualified professional staff, provide ongoing training and development, and sustain a professional work environment.
  2. Due diligence must be taken to avoid acceptance of funds from sources that could create a conflict of interest.
  3. In addtion to its legislatively mandated funding source (user fees – see “Who We Are” section C, or click Administrative Issues) funding may be supplemented by, but not limited to, contributions from professional liability carriers, professional societies and associations, hospitals and other health care organizations, endowments, grants, individual benefactors, and other sources as may be allowed by Board rule and State policy and law.
  4. Program participants are personally responsible for payment of their medical costs including required evaluations, primary treatment, continuing care, and monitoring fees.
  5. Participant fees should be fair and equitable with full disclosure at intake.
How does one make a referral or self-refer?

The TXPHP encourages and accepts self-referrals. We also accept referrals from hospitals, employers, staff, colleagues, family, friends, treatment facilities, licensure boards, or other state physician health programs.

All referrals are kept strictly confidential.

What Is the TXPHP Relationship to the TMB?

The Texas Legislature created the TXPHP as an independent and confidential program to serve physician, physician assistant, acupuncturist, and surgical assistant applicants and licensees.  Overseen by its own governing board of eleven members, it receives administrative assistance from the TMB such as limited operating expenses and joint efforts in representing the TXPHP before the legislature.

A TXPHP program participant file is not available to the TMB so long as the participant is in compliance with the parties' agreement.  A TXPHP program participant is not considered to be under a TMB board order based on TXPHP participation alone.  In a particular case, a TXPHP participant could also be subject to a TMB order due to circumstances that invoke the jurisdiction of the TMB.  TXPHP participation does not provide immunity from issues that are under the jurisdiction of the TMB.

How should I respond to Question #4 on TMB’s form inquiring about existing impairment conditions?

An applicant or participant in the TXPHP program should answer "Yes", and state that "I am currently participating in the TXPHP."  Upon request of the TMB, the TXPHP will confirm to TMB only the fact of participation.  Your written permission would be required for TXPHP to release any additional information to TMB.
